Blagojevich pushes Keno?

Illinois Governor Rod Blagojevich is set to propose that Keno be allowed in bars and lounges to help fund his new school construction proposals.

Now, I realize Blago has never met a stupid funding scheme he hasn't liked, but, KENO? KENO? I personally enjoy gambling occasionally. I go to Vegas about once a year. But Keno is the biggest sucker bet in the casino. The odds of winning are just awful.
Why is a Democratic Governor proposing to finance his programs by conning the citizen's of this state into a a horrible bet? And you know who's going to be making those bets. The well-to-do people who could afford to throw away their money like that aren't going to be hanging around in a bar playing Keno. The lottery at least has a chance of drawing those folks in when the pot is big enough. This plan is going to take money almost exclusively from our poorer citizens.
What's next? Paying for mass transit by setting up three card monte games at bus stops?
